In the case of the support singed incident, he was not banned for playing support singed.
Support Singed was perfectly fine.
He was banned because he forced the rest of his teammates to adhere to his unusual tactics of leaving the ADC to fend for themselves while he constantly counter-jungled. He was completely uncompromising in not just some of his games, but almost all of his games.
I checked this guy's history. He's a casual player, typically playing ARAM, the weekly game modes, and normals. He's also clearly unseasoned and not especially versed in the meta, typically opting for Heal over Flash in every role he plays.
Obviously I can't swear to what was going through his mind during the game you played with him, but it kinda just looks like he was goofing around with an off-meta build with Malphite. Given that he got average farm and a small handful of kills and assists, I'm pretty sure this is a case of him being casual and kinda bad at the game, rather than int feeding. And he probably knows this, which is why he sticks to casual game modes.
Plenty of bad players play this game, you can't just ban all of them.
This was in normals, support singed was in ranked.

True, doesn't matter to me ranked or not...
In Smite you get Auto Lockers, because there is no role selection, and people don't understand what COMP means lol its awful... (Except in smite I just let the kids rage in chat.) And just have fun farming mobs all game long let them rage and report nothing happens to me lol because they don't have the same mentality that Riot Games has, although Riot shouldn't punish someone for support singed.
In League OF Legends it doesn't matter to me if its normal games either a person shouldn't be intentionally feeding, but at least you got a role selection over here...
Support Singed shouldn't be ban worthy (Riot says it is because you upset other players on your team) You know what I have to say about that though if I can't play singed (YOU CANT PLAY

just because I don't agree with it because your upsetting me too in a forced role, and I should in theory be able to report you too when the game goes south because you decided to lock it then complain to me about how I didn't play 
there is a reason why some people love solo roles unless playing with duo friends.
Or Perhaps if Support singed is so Troll, we should ask why 
is a common support over singed, and why singed just doesn't get a re-work anyways.
I just saw a maphite build blood razor on the other team lol
it wasn't the champ nor the build nor the role that got SSS (support smite singed) punished.
what the malphite did is bannable if repeated alot, the difference is 1 game vs several hundred
