since smite nunu got banned
i encourage EVERYONE to report everyone they see who refuses to type in chat and /mutes all at the start of games. if enough people report it. riot will start banning for it

I mean this shows that you know nothing of Riot report/bans work. When we say the person didn't communicate we mean that they absolutely disregard their teammates matter on the game they are about to play. If you ask nicely or suggest it appropriately people are more inclined to help/believe you can do what you want to do in the game. If you basically telling your teammates I'm playing this way no matter what you say, that is not communicating. It pisses people off.
It's no different than people who first play champion in rank. You lower your teams moral because you obvious have no idea how to play said champion, and stating it in chat basically tells your teammates you have no idea either. So why would you do it?
Plus I'm not sure what you are trying to prove by reporting people who aren't communicating. Your reports will become invalid because if you report people who aren't breaking the rules it will just show the system you don't know what you are doing and lower your weight in reports!
