I think Riot's report system needs a reform

I've seen people intentionally feed with no punishment. I check their account for 2 weeks and they all still play. Yet if you say a bad word (Which I can just mute you) Riot will hang you by your thumbs and smack your belly until you apologize. Why?

The system doesn't need the reform. The people behind it do.
