Can't Riot ban people through a chat filter?

I am seriously pissed off because I just got out of a game where someone litteraly said he would feed and then he did, but to the enemy team he said that he was really doing his best and never said such a thing.

Now this for me is the epitomy of trolling and toxic behaviour, but I rarely get a message that someone has been penalized because of something like this.

How hard could it be for Riot to dig through chat logs with some kind of filter that searchs for lines like "I'm feeding" or "I'm going to feed" of thinks like "I hope you get cancer in real life"? I mean these lines are commonly used in that exact way, yet I rarely see people get penalized.

Why can't something be done about this?

I'm feeding

I use i'm feeding when I am doing poor on the team, its not intentional but I am in fact feeding that game because I am being outplayed I don't think blanket bans on wordage are appropriate in all cases Words that trigger punishment already do exist ex: racial slurs,etc

You rarely see it because it takes some time for them to get the punishment. If they play another game after your report, and they get reported there, you won't get the pop up. It only comes up when your report triggers the review.
