Is it fair to say this blitz is intentionally feeding? Like seriously there is no way for you to not participating in a single kill if you are actually trying.

Not enough info, doesn't sound like anything.
It could mean a lot of things. Intentionally feeding can't be determined simply by KDA.
The Blitz may be a very bad player, but unless he got illegally boosted, being bad isn't against the rules. He may also simply be paired with an awful ADC that's been baiting him into bad fights all game, while mid/top/jungle do well.
The guy could be having a bad game. Typically when I see intentional feeding, it'll be someone who runs it down mid, or occasionally someone will just run up to an enemy and let themselves get killed without using abilities etc.
If you see someone playing and using spells against the enemy, it can be hard to tell unless they say in chat "screw you guys I'm going to feed"
