Reported an absolutely disgusting teammate the last game and they flamed seriously hard in post-game chat afterwards when i said i would be reporting them. I would very much like for the chat he used in post-game to be used.
i was told in a recent conversation with riot support member that if you report the person and state in the comments when and why you are reporting the player they will look at post game chat if that is the case ( or pre game chat if that is the case )

If players are using post game lobby to abuse others, then simply note that in the comment of your report so we can review the correct behavior.

The reason players assume pre/post game chat does not get recorded is because there are technical issues in including them in reform cards and instant feedback report. Getting it integrated has always been considered a very low priority issue.
The pre- and post-game chats are recorded and saved by the system, they just are not shown to players in their Reform Cards. All you need to do is make a note in the additional comment box of the report field saying that the player was extremely toxic in pre/post game chat and asking for it to be reviewed. The system picks up on that sort of thing and forwards it on if it requires further review.
