Rito, please do something about this kind of thing

I just had a ranked game where our jungler was doing really bad. I know we all have bad games, but this guy ends up admitting it's his first League game since Fortnight came out. Can you please implement something where, if you have been gone for a month or more, you can't do ranked until you have at least 5 normal games played or something?

This guy ended up 1/16/2 and literally cost us the game with his non stop feeding. The rest of our team would have won the game easy without the buffet level feeding this guy did. Please try to come up with a solution to this type of behavior.
