Why even have all chat in this game?

I haven't been chat restricted or anything, but seriously, what purpose does it serve other than get people banned? It seems like people are either flaming the enemy team or asking the enemy team to report people on their team. The only real exception is "gg" at the end of the game, which could literally just be a quick-chat that activates when the nexus goes down or something.

Can be used for small chit-chats for fun. Not necessarily always has to be restricted to just "trying to win game through communication".

Like how I did a Bronze-level fail by flashing at the same direction of the incoming skillshot, got me killed, and I'll all-chat "You didn't see that".

Any time I use all chat it's either a funny observation of the situation, or to actually congratulate the enemy on a sick outplay or just some form of friendly banter.

It's not like the /all chat is being used only for flaming.

I think removing all chat would be an excessive move, considering that flaming can just as easily come from your teammates or the enemy team.

Besides, there is always the option to opt out of all chat personally if you don't like it in the options.
