one of the big reasons i see people flame. is the issue of being stuck in a game they would have otherwised dodged due to being in promos. imo. promos are mostly arbitrary and don't serve any real purpose other than to frustrate people who get trolled in them
The percent of games you have with trolls is the same as the promos.
While it is true that you'll be faced against higher MMR opponents during your promos, the chances of getting a troll on a game by game basis is the same.
Just that people remember the troll in promos more cos they feel the promos are more important.
you can freely dodge games in promos, i mean the promos when you begin ranked and at the beginning of each season

That's what they had in Season 1, an ELO system, I don't think it's any better or worse than what we have currently. I've been getting into competitive Overwatch, and even though you can't lose rank, people still rage, leave, troll etc. just for the fun of it and they don't have promos.
