one of the big reasons i see people flame. is the issue of being stuck in a game they would have otherwised dodged due to being in promos. imo. promos are mostly arbitrary and don't serve any real purpose other than to frustrate people who get trolled in them

While it is true that you'll be faced against higher MMR opponents during your promos, the chances of getting a troll on a game by game basis is the same.
Just that people remember the troll in promos more cos they feel the promos are more important.

im not just talking about trolls. im talking about how promos create more toxic games because you can't dodge

The "troll" doesn't know that you are in promos. Neither are there that many people that set out to loose on purpose just because they op.gg you and see that you are in promos.
Promos don't cause trolls. Trolls are there already, probably even before accepting the match making queue.
So to answer your question; No, removing promos won't reduce trolls.

thats not what im suggesting. but what it WILL reduce is flaming. because it takes away the desperation factor of having to win a particular game as opposed to just winning

I've been getting into competitive Overwatch, and even though you can't lose rank, people still rage, leave, troll etc. just for the fun of it and they don't have promos.

Because if someone is going to dodge, its most likely to be because of trolls. At least in my experience.
