True story. It has been several days since the douche who said that to me was reported, in-game and through a support ticket, and this individual is still playing on the account. I was promised this person would be looked into (there's not much text to scroll through that game) and nothing happened :) likely got off with a chat restriction.

Riot doesn't actually ban people for saying stuff in-game. Or even for constant dodging or leaving games or trolling or anything like that. They let their automated system do that for them. Chances are that you won't actually get anything to happen from this.

Yeah... a chat restriction. Thats how it should be... it goes 10 game CR, 25 game CR, 14 day ban, permaban.

I'm not sure what you're expecting...instant ban? He didn't use hate speech or zero tolerance phrases. The proper punishment for being an asshole is a cheat restriction if he's at that level.

From a literal point of view, there is a difference in encouraging self harm and wishing someone was never born in the first place.

While the end result means the same thing, as in they wished someone was dead, it seems that Riot would only consider it ZT when it courages self harm from now till the future.
