Until the Fiddlesticks support on my team (who had kys in his name) is banned for admitting in all chat that he's "throwing because this lux" and "trying to get this account as low as possible". If your garbage IFS can't scan for phrases and words like this, it's a failure.
The ifs doesnt work properly PERIOD.... I have tested it myself... As long as u dont say trigger words and u dont spam many lines you can flame without getting banned

Did he get punished yet? Let me guess! At most, he'd be made to change names.
Someone I played with was named "DEATH TO AMERICA". And he was posting all sorts of things about bombing the US and killing Americans. So when I got my 'IFS' msg about him being punished, I looked him up a few days later. Guy was still actively playing with a new name (I am guessing that they made him change his name), meaning that he only got CR'd. I thought that it was hilarious! When someone can get away with a name like that while playing in a server in that very country and with the majority of the people from that country (Outside of Canadians, its pretty much Americans in NA aside from a few foreign players). Point being, I am not surprised if someone named 'kys' gets little to no attention. I've come across various names with racist slurs, gross names, some being sexually suggestive.
The fact that these guys don't take it seriously while naming themselves means that Riot doesn't do much except force them to change their names. Its almost as rampant as the bots I get on my team in the AI matches. I've given up reporting bots and people alike for these. [sg-miss-fortune] Its never ending!
I would suggest submitting a ticket.
It's one thing to say that in chat. It it's entirely different to correlate that chat with in game behavior.
There is nothing directly against the rules about saying that. IFS, as far as we know, does not scan game play behavior very well.
