How can I report a player who trolled in champion selection but didn't get into game?

Okay I'm not pointing the name out. I got a notification from riot said that I should use the report system, but the reason I'm posting this is exactly I CAN'T. This game didn't happen because someone dodged, but this player is posing a clear threat to other player's gaming experience, and need to be stopped, AND I CAN'T FIND A WAY TO INFORM THE SYSTEM

And yeah this is a ranked game.

Look I'm not trying to get these certain two players banned, although I would be glad to see it. I'm saying that we don't have a way to wipe this kind of threat out of our community. We can't do anything about it until these guys finally did some harm. This makes me feel bad.

There is no rule against locking in on character choice. Nor should there be.

I see nothing to report here. I say I'm going to feed all the time in champ select and then carry the game. Is saying you're going to feed reportable now? Everytime I tell my friends in private chat "I'm going to feed lol" should they report me for it?

If you're saying it as a joke to friends in private is different than saying it as a joke in champ select or in game. But it can be difficult to tell in text, so a lot of people will take threats to feed seriously.

And OP: You got the names off in the chat screen shots, but you missed names under the champion portraits. What you should do is send the unaltered pics to Riot in a support ticket. The link it in the top right corner. There's no "Report a player" option, but if you select "I have a queston about League" and then under category pick "Gameplay and Features" => "General" with comments on what happened and the pictures attached, it'll get forwarded to the Behavioral department.
