Imagine you are on a soccer team.

If one of your teammates tries to score own goals, the others have the right to call him out on it and the coach can kick the guy off the team. In league however, if one player tries to intentionally feed, you can't call him out on it and you can't kick him. See the difference?

Imagine a soccer game when you only have 7 players on the field. Do you want to forfeit the game just for kicking him off? You have to try to play around his idiotic actions.

No human coach to kick him, you can ask them to stop "feeding", 99% of the time you are flaming cause he did something bad, not cause he was inting

Part of it is some people insist bad players are intentionally feeding. The system catches them after, but not during. If you start letting people leave for feeders, people will abuse it or say they thought the person was a feeder.

The key part you are missing here is 'imagine you are stuck on a soccer field for 40 minutes with that person'. Flaming them doesn't solve anything. It is a tough situation.

For one, there are five players on one team. Imagine you have a 5-man soccer team. Even though he should be kicked, you'll lose 1/5 of your players if you do. You also do not have a "coach" here moderating your games.

You don't have to play the game... use riots logic. Teach that sob a lesson afk so you can get penalized for not putting up with it.
