This is absolutely disgusting. I think we deserve at least an official acknowledgement of this. Not only trolling teammates, but attempting to ruin the good name of other players while doing so by using accounts with similar names and linking their Twitters.
Due to this being related to the pro's actions, it should go into the esports section.
If you are talking about regular behavior for the commoners, it is not against the rules to ban OTP champs. It's a dick move, but banning an ally's hovered champ alone not a punishable offense.
I'd report them if they are trying to impersonate other players. I just checked, and under the Code of Conduct sections of both the ToS and EULA, it's grounds for disciplinary action. And since it's not a chat related offence, I would imagine it follows the accelerated track of 2-week/perma, if it doesn't go straight to perma.
