Are there bots in ranked Rift nowadays?

I ask because I never ran into one on Rift before, even in norms. Then last game I had a Soraka who stood stationary behind my team all the time and wouldn't leave her post. She'd follow me around the entire time keeping me healed on a perfect follow-the-leader path and literally would not move from behind us unless the enemy team got into range, in which case she'd immediately Q, and if they got dangerously close or threw an ability she'd dodge perfectly most of the time.

The only thing funny about this story is that we won and she ended the game with an S-. I'm actually worried about the state of ranked now, though.
