it has a bullying problem

any negativity detectable by riot's systems will eventually get you punished. regardless of context so bullies simply grief in ways that are harder to get caught doing

retaliation isnt tolerated. so bullies will try to use the report system itself as a weapon against you. and provoke you into retaliating which can go on forever if they're subtle enough about it

there is nothing you can do about a troll other than report or mute them once they're in game they know this fully. and hold your games hostage with zero retribution other than the chance of getting banned. which means nothing if they're on a smurf

a lot of it's psychological. and the occasional "fuck you" would help alleviate some of the frustration

Meaning its not about "bullying" but your own ego issues.

Retaliation accomplishes nothing, only makes bad situation even worse. And thats why its punishable. And dont give that "bullying" crap. It has nothing to do with bullying.

Which is literally the only thing that you can effectively do against a troll, regardless of punishment for retaliation. Yelling at a real troll doesn't change anything. In the meanwhile, the rule about no retalation protects a shit ton of people who are legitimately just having a bad game and otherwise would be non-stop flamed for being "trolls".

There's no reason for retaliation to be allowed. Best-case scenario ~~it doesn't do anything~~ it makes things worse because trolls thrive on the attention, worst-case scenario innocent players get flamed.

im also not necessarily asking to allow retaliation either. i would actually rather see riot offer better help for players prone to it rather than "just mute everyone and don't type"as its too easily disabled and doesnt prevent you yourself from typing something as simple as a setting that disables chat only accessible from lobby would be more than sufficient. if players dont use it. then it's their own fault. but currently nothing like that exists
