But guess what nothing happen
I guess the words not to me but someone in my team
"You f@cking polish cancer go die right now"
"Your mother is a polish whore" is not a bannable offense for riot (And this is only 2 of the racist toxic lines he was having 7 more)

This is both false and a silly notion.
Its the same system in both cases. Getting punished requires, in most cases, more than 1 game. Not just because in most cases you have to do more than 1 thing to get banned(like in the case of saying "well you suck stop feeding") but to trigger a review of someone. No matter how bad someone is, it still takes a certain amount of reports for anything to happen.
Hate speech is not taken lightly in league of legends, they even added its own report category recently. You also only get those messages if they were punished directly after the game you reported them in. Just because you didn't get that message doesn't mean that your report wont count against them.

You only get that if your report was one that got him banned. If person gets reported by 5 people, and u are 4th person that reported him, you wont get feedback. Only 5th guy will.
