Implement VOIP Chat System

It's clear that Player Behavior is a big, big problem. I have been playing this game since its inception, and it has always been the most terrible community of all the other games I've played over the years. These Player Behavior boards are people complaining about the community, or members of the bad community trying to appeal corrective action ("I was banned unjustly I swear I'm an angel").

What we know from the internet is that the more anonymous someone is, the worst of a person they will display. I believe League should implement a VOIP system. Not only will it expose people more, making them feel less likely to be toxic (harder to do against humanized voices) but it will also help teammates communicate.
