i got 10 games chat restriction, because i told my other team mates to report a 0-17 gragas... is this something bad?
anyway i sent a ticket to riot, and pretty much you can't say shit to chat except of "ggwp" or random stuff like.."i like water" . ^_^
for those who gonna say "you need it to communicate" you already have the pings , so what's the actually use of the chat?

Generally, yes. Asking for reports is ineffective because of the way reviews are triggered, so you're harassing people for no good purpose.

im honestly under the belief that riot keeps chat around because they need a steady supply of "toxic" players to use as sacrificial lambs

By riots eyes yes it is bad to ask for reports. If something as obvious as someone feeding needs to be stated either your teammates don't care, or you are looking to poss people off. For all you know it could have been someone new to the game, or new to the champion, and instead of helping them you just ask everyone in the game to report them because of their score. Like others have said that isn't how the report or banning system works. If you see someone breaking the rules report them after the game. Your report is the only one that needs to be stated. You don't need everyone to report this person. It's not going to make them get punished faster!
I have a lot of positive conversations in game, both about the game and otherwise. You can communicate most things through pings, but that does not replace chat for all things, at least for me. If you do not think you can handle typing to people in game without being negative or condescending then just communicating through pings is more than acceptable.
