Is using software to chat spam ingame reportable?

Spamming chat is indeed considered negative behavior and is punishable; report it for either Unsportsmanlike Conduct or Verbal Abuse (or both to be sure). It doesn't matter if they are using a macro/program or just keep repeating something.

also you can submit a ticket and include screen shot or description of offense for a riot employee to review. i do believe any 3rd party software used in conjunction to the game is a violation of the TOS. Obviously this excludes live broadcasting software such as obs and recordin software. So basically any program that directly effects the in game play which would include chat.

It depends on what the 3rd party software is; most are not off limits, while some obviously would be and some are in a gray area. This thread provides some good insight on determining the difference.

The Instant Feedback System checks for spamming, so a ticket really isn't necessary. If they are frequently negative, most likely it'll contribute to them being punished.
