To actively refuse to level up an ability?

As in invest no skill points at levels 13,14,15,17,18.

I mean, in my head it's no different than some of the off builds.

AD tf might level Q, but never uses it due to it's high mana cost.

You're too powerful; if you leveled that last skill you'd rip through the fabric of the space time continuum and break the game. You'd go from Challenged to Challenger in about 3 games.

In the case i'm asking for with malzahar, his W is actually just a completely garbage ability. So the fact that the champion still functions without it (obviously it's weaker), just goes to show that the ability which has caused so many issues has no need to even exist in the kit for AP malzahar.

Just like an ability like wild cards has no need to be in the kit for AD tf. The only difference is that where AD tf is now considered an off build, AP malz is considered the core build.

I sometimes do this on Taric. His Q costs 60 mana and is good for proccing his passive but goes up to costing 140 mana at rank 5 while the heal only goes form 20 per charge to 60 per charge.

I don't see how, as alienPrimate side, some cases it make sense to not level a skill up.

In other cases, it makes sense to never even rank up the skill to avoid using it. Such as in the case of AD TF, there's no real reason to take Q as it's just a massive mana dump.
