As in invest no skill points at levels 13,14,15,17,18.

I'm pretty sure that's not a bannable offense.
I don't see how they'd know to report you unless you pinged w not learned all game.
I sometimes do this on Taric. His Q costs 60 mana and is good for proccing his passive but goes up to costing 140 mana at rank 5 while the heal only goes form 20 per charge to 60 per charge.
its a grey area, but yes. i would say thats reportable
