Despite being reported, no actions seems to have been taken against this person. One can only image someone who does this (and how frequently he kept saying it in game) that he does this often, <Removed by Moderation>
did you report him as "verbal abuse", "hate speech" or both?

Naming other players in a negative context such as regarding toxic behavior is a violation of the Universal Rules. I've gone ahead and edit out the name of your smurf and descriptive information that would lead players to the offender so we can keep this player's identity confidential while still discussing the behavior as a whole. This thread in and of itself is fine so long as we leave names out of it ;)
No action may have been taken yet because we don't know how often this behavior repeats and how much evidence Riot has against the player. You may see a lot of toxic type behavior in your game, but for all you know, that's just the player having a bad day and this is only their first offense. On the other hand, they may act like this consistently, but people don't bother reporting them because they forget or don't believe reports do anything. That is why it is so important to report people when they are toxic, troll, or otherwise ruin games by violating the Summoner's Code. If this player consistently acts this way, rest assured, he'll receive his just desserts soon enough.
