Please allow < 15 minute surrender when teammate abandons

Since Riot refuses to punish players for abandoning competitive games in any way that actually deters the behavior, can you at least stop wasting our time by having to wait for the 15 minute mark? I just got out of a game where my teammate left at 5 minutes. So we sat there for 10 minutes, staring at the clock, until we could finally forfeit. It was perhaps the most fun I've had in a video game, so I get why this is part of the game, but I'm willing to forego it.

Better yet, maybe implement a system that actually punishes people for leaving. As scary as "automatic loss even if your team wins" (those 4v5 wins are all too common), and then if you do it a bunch of times you get - wait for it - a warning? Not a warning! Nooooooooooooooooooooooo.

it's 10 minutes...... give people a chance to come back. People have legitimate ISP/internet problems that they legitimately fixing during that time. I've had plenty of games where people come back after a few minutes.

I recently won a 4 v 5 where our adc afked pretty early. Depending on team make up it's not impossible, though I agree it is rather annoying in ranked. Though I think 15 mins isn't bad, 15 to work on CSING and such.

People who leave frequently aren't given a warning. They're given up to 20 minutes of Low Priority Queue for 5 games. That can happen from as little as 5 leaves or so - it's all based on patterns. Also, once someone gets to a 20 minute LPQ, they are much more likely to be manually reviewed. If they're leaving intentionally or frequently, they risk getting a suspension.

Further, coming from other games, they punish people generally for any leave, even if it was an accident or an emergency. I do not support the idea of punishing people for one leave because of that.

Lastly, in other games, games are shorter. It's less likely you have an emergency in a 20 minute game of CS or Overwatch. When you increase the game time to 60 minutes, then you exponentially increase the chance someone has an emergency and has to leave.
