can we have "report begging" as a report option. and a tooltip at the loadscreen saying "don't ask for reports, multiple reports dont make a difference and it can get you punished instead"

just so people know not to do it.

Report begging is classified as harassment (part of Verbal Abuse). So the option is already there.

it would be to let people know that it's actually against the rules

A random tip wouldn't be a bad thing, though it would appear randomly and its frequency of showing up would be well random. But having a report option exclusively for Report Begging would be redundant since it is Harassment and only one report is needed to have a player's in game chat or gameplay checked, excess reports don't do anything to make it more important or punish that player faster.

It falls under verbal harassment. Riot wants to have a smaller range of report categories for the sake of parsimony.

for report begging in particular. it would be to let players who do it know that it's something riot doesn't want. not so players who report for it have something more specific. it's to get rid of the discrepency whether or not it is/should be against the rules
