How is this allowed? Riot ever gonna address the FF system?

Just had a team FF a game while being down 3k at 22 mins when only 1 tower has fallen in the entire game. How is FFing even an option at this point. I feel like FF this game should be considered hard inting.

Yet in other game i've had duos who are verbally admitting to holding people hostage for as long as possible in games where were down 2 inhibs baron and 10K+ gold at 22.

Like why is the system like this? Can't Riot come up with a better system that takes the game state into consideration when FF votes are taken.
