Did riot change hextech loot requirements?
i got off a chat ban about a month ago, and literally the game after it expired i got a key frag. im not complaining, but did riot change anything regarding loot eligibility?

I believe you may be able to get key fragments but not loot boxes? Honestly I'm uncertain about the specifics. :D
It could be that they've started counting the games that you play during the chat restriction towards getting back loot privileges.
