Does being ineligible for loot prevent you from earning champion mastery tokens?

I've been told both yes and no, and was wondering if anyone actually knew for sure.

Hey, I checked with player support and had it confirmed that you should be able to earn Mastery 6/7 tokens while ineligible for Hextech loot. This is reflected in the Hextech Crafting Restrictions article as well.
