Possible Way to Stop Toxic People from Making More Accounts

I think we all realize one of the biggest problems with League is that even if a toxic player gets banned they can just sign up for another account and keep ruining the game for other people. IP bans and other bans focused on identifying people through their computer are extremely difficult to implement and enforce (which means big bucks for Riot to make a decent system if its even possible.)

A far easier solution is force players to identify themselves when they sign up for an account using a credit card or some other means of identification. This way your account would be tied to YOU and if your account got banned then any account you made would also be banned.

So how exactly would this work? All that would need to be done is after a certain "trial" period with an account a player would need to identify their account with a $1 charge. To reward players for this $1 one time charge Riot would give players either a larger amount of RP (i.e. $5 or $10 worth) or a large IP boost. This associates your name, billing address, credit card number, etc with the account so if you act toxic it is not your account that gets banned but the person.

There are downsides to this of course. Children would have to use their parents credit cards to verify their accounts and if one sibling got banned this could result in all children in the household getting banned. I don't really have a solution to this besides make sure your siblings aren't toxic. I'll open this problem up to anyone that has a solution.

The other downside is that if someone moves and uses a different credit card they could slip past the system since you can't just ban someone based on their name because multiple people have the same name. Maybe there is a better way to identify people but I can't think of anything better without it being completely invasive (tracking driver's licence etc.)

What do you guys think? Would you be willing to pay a one time charge (for a special gift from Riot) in order to implement this system? Do you see any other problems with implementing a system like this? Do you have any possible solutions for the problems I've already brought up?

You make it more taxing for the majority to try and stall the minority. In addition to this, what's to stop them from just buying a $5 Visa gift card from a gas station and creating more accounts? Do you then stop accepting those cards which further endangers new accounts? Don't see this working viable.

Credit card accounts can be faked too.

Frankly, it doesn't matter what kind of system Riot or any other online company uses. People will find ways around them.

i think you should instead of focusing on how to punish trolls, rather focusing on making people have thing that they are afraid of losing on accounts.

IE skins you cant buy anymore, champion mastery "in my dream reality would be way more important", in-game emotes, ward skins you cant buy.

things that players would be less likely to not fear losing. t

the real problem with toxicity in lower elo's, is because there is no fear of losing content, they never got it in the first place.
