Watching someone I reported for afk/int repeating the process

I was wondering why the algorithm for a ban isn't working for a player I reported. Usually I see my reports end in a ban within a couple days.

But someone I've banned recently has been afk and feeding 6 games after I reported him/her.

Is it cause it's holiday and more are off? It's pretty ridiculous to see someone go 0/7 on average and level 5 in quite a few games that go on for a while.

Also sites like leagueofgraphs also show this player has over 20 afk games this season.

Is it an automated ban process or do the employees have to be active even though it's holiday?
