so the enemy had an ahri jungle and i didnt even realize what she was building until the end. she had 
and 3 ludens. and the makings of a 4th. she also had the 2nd LOWEST amounts of deaths on the enemy team... but seriously? is that a troll itembuild?
im really confused right now. sure it is ap... but the item passive of the smite and the ludens doesnt stack with each other
Sounds awful, but it also sounds like she was avoiding feeding and still trying to win. Someone building something terrible doesn't necessarily mean they're trolling. Maybe they aren't even aware that certain things don't stack.

Ahri jungle is just godawful to begin with, especially AP. All she can do well is AP mid or AD bot (better than you would think).
If it works it works. I did a game with a full AP build Miss fortune and won it. We could of won it early too if the adc,supp,and jg would of actually grouped up with me and the top and went mid to finish.
For reason like these that I wish Riot let us see the enemy chat in the after match videos just so I can see their reactions.
I've had great games as Ahri top. A lot of top laners don't know how to lane against her and she has ranged advantage on most of them. At least early game until they build lots of MR.
In my elo a lot of people only build damage so it works :)
I think building all of the same items is typically a troll build. But at least it wasn't all tears. This at least gives her AP.
I played ADC Janna for fun once and we won. People were cracking up as I flew into lane with my Runans and autoed people to death as Janna. Sometimes weird things work.

It's obvious that it was a troll build.
They were using almost the exact same logic behind the infamous "Dunkmaster Yi" build where after finishing the AS jungle item (used to be Wriggle's Lantern) and a Boots of Mobility, the player would continue to stack Zeals which would them all build into Phantom Dancers. The unique passive does not stack, yeah, but the rest of the stats still do (the purpose of that Yi build is to stack AS, MS, and Crit, which all 3 Zeal and PD provide, in this case of Ahri's build, it's to stack both CDR, AP, and Mana from Luden's; while utilising the item unique passive that's beneficial to the champs, Phantom Dancer's passive is ideal for Yi, Luden's passive is ideal for Ahri), albeit typically with varying results of inefficiency but not outright unviable, hence a troll build.

This Ahri based on other descriptions, isn't really a troll player themselves it would seem, just someone curious enough to try a troll build while trying to make it work.
That reminds me of the couple days earlier where I was trying AD Ryze because I wanted to run into fight to root someone and AA them to death. The builds didn't work out that well, though.
It depends mostly of how her ennemies played. I mean, the meta would tell you to build different items but that's just because the ennemy does it too. Let us remind that no one is to follow the meta and you can win with an Ahri Jungle or a Soraka top. What makes it harder is if ennemies follow the meta or not.
