so i was in honor 2 (i don't play a lot of games because of my work) and i was baited to get "toxic" and said "fuck you" to a guy who was flaming me .. i got banned for 10 games chat , but i remember 2 years ago i got this ban again ... by having honor means your penalty level resets? because if not shouldn't i get 25 games chat ban?

if you can go 2 years without being toxic i wouldn't worry.
Penalty levels reset off of time and games as of now. Honor basically only plays a role in hextech drops and loading screen flair.
It's a good idea to just be on your best behavior all the time after a punishment, because there's no way to know for sure when you've dropped down. The idea is you won't be negative again knowing your next punishment may be worse.
Since the "timer" is based at least partially on number of games played, taking a break is more likely to pause your progress than reset it.
