Can I report someone who consistently DCs
Is it not their responsiblity to make sure their internet is game ready?
I lose my promos and I have no say in why.

If someone keeps connect and reconnect, it is likely due to unfortunate circumstances with their connection. Most trolls and afk-ers normally do not bother to keep logging in and out. If you want to report them, do so. It is your prerogative and no one can/will stop you, but you are likely getting mad at someone who had no more control over their disconnects than you do over said disconnects.
Besides, go ahead and report them for your own self gratification. LeaveBuster will get them whether you report them or not.
Yeah, to say you never lag or have never dc'd is probably a lie.

Theres a thousand reasons to dc. They probably want to play the game just as much as you:P
I mean report them, sure, but you're only doing it for revenge for something possibly outside of their control. When you play, do you go downstairs, check the router, maybe reset it, then run an internet speed test, then play a quick game of aram before every single ranked match? Do you call up your internet provider to see if connection is alright before every match?
Lag spikes happen. You can be doing just fine and all of a sudden weather or something goes wrong on the provider's side and suddenly DCs happen. How do you "make sure" with that?
Can you report them? Sure. Just know you are morally misusing the report system. It's there for poor conduct, not because you got angry at someone for having something probably out of their control which cost you some fictious points, so in return you want to try and cost them something that actually exists and matters, being their account.
Yes. If their DC'ing is not frequent then they won't get punished. Some people use a bot to DC/reconnect over and over throughout the game so they can AFK without actually being counted AFK, definitely report those people.
