Is delaying the game victory a reportable offense?

So we lost bad, fair and square, but the enemy team would delay the game as much as possible, to the point where they were fountain camping us because our inhib respawned and decided to 5 man stand there taunting us. Finally my team realized that surrendering was a good idea so the game ended. Is that type of game delay reportable?

It depends on what they are doing, honestly. If they are repeatedly pushing to the nexus, laughing/dancing around, and backing off or something you could report them for unsportsmanlike conduct. If they just push in like that and leave to go do baron, dragon, or just go back to buy new stuff then it's not really worth reporting, even if they do it a lot.

it isn't reportable.

Is it poor sport? Very.

If you have hard lost before 20 minutes to that point then, yeah, that sucks. If it's post 20 minutes and they are in full toying mode just surrender.

I rarely run into games that are that SOLIDLY lost that I have not experienced it in a long time, it's mostly ARAM where it happens if I see it. I deliberately end games instead of letting this spoor sport happen.

It's poor sportsmanship. I've had people on my team ping the heck out of me to back off from killing the nexus so they can troll the other team. I ALWAYS finish the game as reasonably fast as I can.

No, it isn't a reportable offense, but I wish it could be. I am not talking about what's happening in the enemy team, I talk about my team. Two days ago we got in our team a very fed Caitlyin, but she refused to play once somebody stole a quadra from her or smth like this, I think it was the support xD so from minute 30 to minute 50 all she did it was to farm jungle and complaining. We managed to end the game and win due our advantage, but she made us lost about 15-20 minutes and also we could lose the game, us being 4 v 5. We all wanted to report her, but we don't have a reason, since she didin't insulted or staying afk.

If they let the objectives spawn in such a manner that the final objective was invulnerable and ignored it that's a solid case for Unsportsmanlike Conduct. Anyone who would say otherwise is not using their brain. There's a reason you kneel down in football when you've got the clock under control and the game in hand. Sportsmanship.

just had an afk in mine, enemy team stalled from 17 mins to 33 just to troll while mid and adc denied surrender every time. then when i got mad at all of them, boom mass report and 2 weeks ban. luv it

That's a dick move but it's not really against the rules. I guess if you REALLY stretched the definition of "Unsportsmanly conduct" .... but even then that's a hard sell.

Playing the game in a way annoys others but is well within the rules is simply not a punishable offense and thus would fall within the purview of false reports.

Whether we like it or not, it's their freedom to play however they want unless they're purposely losing the game. In fact, I believe most of us are aware by now that majority of players value pleasure above anything else, and pleasure doesn't necessarily come from ending the game with victory.
