Can something please be done to punish this behavior in ranked? This is really unacceptable.

Nah giving up enough times can actually warrant a punishment. Riot said the new report system doesn't have any bait reports like "unskilled player"

The thing like this is the large majority of players surrender and give up at least half of their games. But me reporting wont do anything because even though that guy gives up 1 in every 2 games he is only gonna get reported 2 in every 10 games because the majority of the community has the same view as him ( aka i should surrender so as not to waste my time so i can que into another game to surrender so as not to waste my time) and riot only punishes based on continued reports not continued evidenced behavior from 1 report.

Using surrender =/= giving up when the team doesn't want to. I'm talking the "I'm not even gonna try, just afk in base/farming a lane not helping the team while the enemy pushes in my base" and spamming "gg it's over, ff"

you dont have to be spamming gg its over ff to give up you can be showing you give up just by refusal to fight or defend towers enemy support shows up to your mid inner tower while 3 people at the tower and the guy who gave up walks away into base as far as i am concerned that is giving up when you dont even try to defend your towers and help your allies. and more often than not these same guys still trying to take all the cs in stead of leaving it to people who intends on useing that gold

Exactly, like I said farming a lane while they push. That person clearly gave up and isn't trying, unless that was the strategy they said they were going for at the start.

I didnt say farming a lane while they push people will go to a lane to farm it because they are the supposed carry of the team but they back off right afterward with no intention to push or no idea how to manipulate the minion waves. Aka they are only farming because it gives them something to do instead of afking in the base

This sounds pessimistic, but the harsh reality is that you aren't going to move up in the last month of the season. I'm at plat, and I fully accept this a truth. Take these games as an experience to improve, not criticize your teammates for "not trying to win."

plus people on the other team are just as likely as people on your team to not give a fuck, therefore it should actually be easier for you to climb if you are giving your 100%

Ain't climbing. I played two games on my smurf today hoping to get it into plat (I get 32 lp per win), in spite of snowballing bot, getting every drake and rift, my midlaner spent the entire game flaming and berating me for not 2v3 diving their enemy team. He was clearly inting, not just playing badly. He'd dive in 1v3 under turret when the enemy team was full health. Fortunately I got us baron, we won a teamfight and ended. Next game, completely different player but the same exact attitude, 1v3ing full health enemy teams under turrets. Just accepting gold and playing for fun now.
