because i dont want them to waste time typing to me if i have them muted, and i can get in trouble if i say it in chat, the same if someone mutes me. i dont want to waste time trying to call out a gank. only to find out my jungler has me muted

the people who would do that, once they realize you're no longer typing to them will do that anyway. but for strategic purposes. i would like people i mute to know i've muted them

Riot has already stated there's no place for "I'm telling on you" in League. There's zero difference between you typing this in chat and the system doing it automatically, so no, I don't think they'll add this based on their recent comments on the subject.
Mute them. Report them. Move on with your life.

We aren't talking about reports. Just mutes. And there is actually strategic value to letting someone know you have muted them. Also just because i mute someone doesn't mean I will report them

There is no "strategic" value to muting someone other than to say "haha, i'm not listening" or "i'm telling on you" unless you have something else you want to offer here. You haven't so far, so I'm doubtful.
Regardless, as I stated, it's not going to happen unless Riot does a complete change on their beliefs about behavior and reactions to it in-game.

ModPrandine2 votesHonestly this would cause the same problems as just telling them in the chat that they're muted (i.e. it would encourage them to rage/troll more and/or focus their efforts on making sure that you don't do well). You can still use pings to communicate with others, and by not calling out that you've muted someone not only do you encourage people to focus on the game more (and thus are not singling anyone out) but if someones already raging they'll eventually get tired of it when they realize that no ones responding to them like they wanted to happen.

Sounds reasonable enough. There's nothing wrong with a graphical display when pressing "C" showing some way that a player has muted you. As well as receiving a system message notifying you.
You should also consider familiarizing with pings, since those can't be muted.
I disagree with the notion that it's antagonistic.
When someone tells me they muted me. That's nice, I guess.
