report system abuse

I feel like VERY FEW people actually use the report system as it's intended, rather then use it to better the community. people are simply using it as a revenge tool. the people who SHOULD be reporting, the "Positive" players. don't because they don't care about toxicity in the 1st place, and the people who DO report, tend to either be doing it out of anger, or are deliberately trying to get other players banned
