any racial slurs/hate speech any threats to troll/feed/afk any use of the word "uninstall"

people doing any of these shouldn't have to rely on a "weighted" report to get banned

If you consistently send false reports, your reports will stop sending any logs at all. It has nothing to do with whether or not someone gets punished. You'll need to rely on someone else reporting the same person as you to increase your score.

and since riot doesn't tell you how false reports are determined we can only assume it's based on if they were punished

Its based on them looking into the report of a player and seeing it has no merit.

Reporting people for no reason will make your report mean less.

right. But if a player is in a troll mmr and just reports a lot because they run into a lot of toxicity it can result in false negatives

Not really. If you only report toxic people, you'll never get a false negative.
