I mean for some instances,if someone got permabanned then one year later he has managed to level up a 30 level account and is still playing the game why shouldn't he get a chance to get his account back? Obviously there is no point unbanning people who have stopped playing the game or are still getting permabanned in new account but i think it would be nice for reformed players to get a chance to get their accounts back. Please do not downvote before reading the entire post.

Because he already had at least one other chance in almost all cases, and usually 4 other chances (in most cases).

There is no point in unbanning a permanently banned person because it lessens the severity of the punishment. People would think "oh, if I am toxic enough for a permaban, I can just level a new account and then get unbanned, so why should I care cause I'll get the account back anyway". A permanent ban is supposed to frighten players. If you are toxic and get a 14 day, knowing you will never have access to your account after the next time you get punished is supposed to make you want to reform.

TLDR: This would lessen the gravity of the permanent ban, leading to less players truly reforming.

Yeah no. They were given plenty of chances before the permaban, and I believe Riot did something like this in the past and almost none of them actually reformed.

Because he's not supposed to come back with another account. It's happening only because there is no way to stop people from doing that so that's an available option, but that doesn't mean the player is welcomed back.

The ban isn't just a way to deny unsportsmanlike players from playing, it's also a form of punishment for harming tens or even hundreds of other players who didn't deserve to suffer from the said player. Just because the player is reformed doesn't mean the punishment should be waived, because the damage upon others have been done and can not be reverted, hence removing the ban just because the player has reflected upon himself doesn't do any just to those countless victims.

-Opinion of someone who suffered from those int feeding or acting to harm the team because they find delight in doing so.

it would be nice for people not to be toxic to need to be perma banned in the 1st place...

most of those who are permabanned have more then one account which are also permabanned
