Well, if the toxicty was due to you banning vayne, did the toxic person have vayne hovered?
Alternatively, you can just ignore them. Just imagine reporting every toxic/annoying person you meet online; after all League is played on the net. It's just a waste of time in my honest opinion, and it sucks out all the fun if I end up having to report people every game, now making screenshots too xD. Think about it...

Also the first line troubles me, it sounds ,ehm, almost as if you went out of your way to get a report filed.
Just another whiny little brat coming to the game and labelling any nasty words as toxic.
Just report them with a note about the pre-game lobby.

Someone banned my champion, and told me to commit hang myself, eat Tide Pods... Personally, I don't think it was right to ban his vayne, even if you can and Riot permits it, but his answer definitely was wrong.
