so i just played a nice little match of poro king. and our talon whos name is based on a color and 4 numbers (thats for tantram if he will answer me so he doesnt have to search that long, i was singed and was failing hard) was saying the enemys are a bunch of and i quote "fucking n■ggers" and "go back to ranked gamemode you f■gs". a kys was in there aswell, this time without that little ■ square thing. after game chat was another " 5 fucking tryhard f■ggts, 5 reports"

he is playing a game right now. like ~ 15min after that one. i actually do trust in riots system do figure that f■g is actually still meaning that insult. so i wonder... why no 14 days?

You may not have gotten the feedback popup for whatever reason, but that doesn't mean they havent been punished. The system may be called "instant" but it isn't usually it works within 15 minutes. People can get into a new game within that time, which isn't really unusual. In this case he may be punished after his game is over. It would be unfair for his teammates if he was just kicked from the game.

In some rare cases, the reports are forwarded to Riot for manual review which may take even longer to process. You probably wont get a notification if this is the case here.

Send in a support ticket with all the information and the users name, if you reported him and the system failed then report him manually, also note that you did report him so there is no confusion.

I imagine the system would pick up on the f word, idk. But if this is true he def deserves a ban.

He may have gotten into game before the punishment came out. I have noticed report feedbacks are slower at certain times of day. Check back in 1 hour.
