Instant Perman Ban Troll Smurfs

First off, I think all smurfs should be banned from playing ranked, but that's a completely different topic. Instead, I think League of legends should start initiating permanent bans against people who troll in ranked games, and claim this is their smurf account?

"Oh so this isn't your main account, and you're just giving other people a horrible time because it's fun? Guess you don't really need that account anyways then."

Maybe I'm just venting, but basically I had a game with a player called "Best Rengar Ar". Looking in match history you can easily tell he's smurfing. I know this happens everyday in League of Legends, but Riot should really start handing out the death penalty more often. That or making up a system where players can't play ranked games until they link a phone number with their account or something.
