why is there still so much inting?

I've played a bunch of games this week; a fair bit, but not tons or anything. I must have seen about 6 people inting. These ppl are supposed to be suspended for 2 weeks, and banned if they do it again. So why is there so much of it? Is it the old problem where if you get banned you can just create a new account? Or is there something else going on?
