Why isn't pre-game and post-game chat taken into consideration?

Yesterday, I played a Ranked game on an alt account (Mind you, this was a D2 game). Our mid picked Sona, and our jgler decided to troll. He started cussing and wishing death to everyone during champ select, took Ghost and Cleanse and ran down mid the entire game, and continuing his toxicity in the post-game lobby. I reported him, moved on.

Today, on my main account, I get into a One-For-All game and I get matched with the exact same person. He immediately says "pick Kha or you will find your mother dead". Someone dodges, thankfully. Next champion select, same person. I decide to ban Kha before he says something to watch his reaction. "I will find you and I will kill you in front of your mother you fail abort".

I can only assume he starts each and every champion select with things like that. I can't even begin to understand why the heck he wasn't suspended yet, and why the chat in pre-game and post-game lobby isn't being taken into account.

They are, people have been banned before cause of post game lobbies and have posted on here before. Why didn't you dodge if "he started cussing and wishing death to everyone during champ select." If he was toxic during champ select, that should have been a dodge right?

Pre and post game chat is checked as well when reported, though adding a message in the text box for the report with that information helps as well.

It's not automatically checked by the IFS because Riot hired braindead idiots. Only in-game chat is checked by IFS. Pre-game and post-game chat has to be manually checked because it's not in the same "instance" as in-game chat. Just another pathetic let-down by this pathetic company.

They are checked by the IFS, the problem with the reform cards is that those only provide in game chat. There are lots of posts on the forums that have had punishments due to the pre and post game chat and are confused how the logs indicate punishable text and later find out from tantram or their own support tickets that it was pre or post game chat that punished them.

It takes a bit of hunting to find these threads but they are there.

It's all checked, but last I knew, the technical issues preventing them from being included in the reform cards were considered low priority issue and haven't heard anything that's changed.
