False reporting?
What happens to those who report people who haven't actually violated any rules?

Their report reliability will go down as their reports are false.
rito says that sending false reports is a punishable offense, that the weight of the abuser's future reports will be decreased. However, there is no way for any of us to measure that, so essentially nothing happens. Therefore, there is no reason for abusers to be deterred from sending in false reports.
