Direct him to the Recovering Your Account article here. He'll need to submit a ticket and prove he's the original owner so Player Support can help him out.
No one at Riot can talk to you at all about his account. They'll never help if anyone but your friend contacts them with direct proof of ownership. Keep that in mind, it's "him" that really needs to submit that ticket and work this out.
