Can a Rioter explain why we so rarely see boosted players banned?

This person has been playing for at least a month since it was boosted, and it very clearly was boosted. How is this at all reasonable?

It was auto-filled to support and asked if anyone wanted to swap. I offered it ADC. It responded that 'ADC is it's worst role, it only plays mid and sometimes Yasuo top'

EDIT: After being supported by this player, I would have known it was boosted without having checked it's history. There's absolutely no way this player hasn't been reported before.

have you considered that maybe they just didn't want to switch and were lying to you? Also I'm not sure why you're referring to them as it. Just say they.

With the creation of Dynamic/FlexQ boosting pertty much became the norm for this game.
