Intentionally feeding is allowed by Riot

I recently made a post about Singed proxy farming and the fact that Riot supports it as a legitimate strategy (no matter if it usually goes as in the video). I truly think Riot needs to review their policy on this strategy, the same they did to infamous Nunu smite support guy.

Proxy Singed has existed for as long as Singed has existed. It is his best and only viable strategy. Sometimes it goes well, sometimes it doesn't, but to declare this strategy intentionally feeding would be to declare the act of just simply playing Singed a bannable offense, whether the strategy goes well or not.

You don't know the point of proxy farming singed if you're complaining about it

Potentially off topic but it also depends on the players in the match up. Had a game against a Singed as I played Yorrick I knew, or guessed right, when he was attempting to try proxy and simply chased him off. After some items I didn't even bother, I simply let him. I would simply create my own minions and farm/push. We were in the island state though, neither jungle particularly cared to try and prevent us from doing so.
