I think there should be an option out of game to report someone who isnt willing to work as a team, because most game are lost because of 2 or more people not will to do anything as team and just fight over jungle camps when other team just taken turrets freely. so people should get punish for it.

if they are just JG farming, then unsportsman like conduct + AFK works
If they are adament about split pushing, then that itself is not a punishable offense. Just because you don't understand a strategy, doesn't mean it doesn't work.

No its not because there are to maney people doing and nothing getting done about it the only way is there to be an option you tick and explain what they are doing, because they are to broad of option

Just so that they're on the moderators radar on whether they're toxic or not. People who actually do report won't report for int. However, I can see where it'd be a problem.

Trust me I know. I was playing jungle yesterday in ranked and saw that my bot lane was having trouble, to put them ahead I camped their lane and I asked Rakan if he could build some MR, (he builds two merc treads) then proceeds to be a douche about "not telling him how to build." I believe the adc was duo'd with him that's why he had the audacity to start acting that way. However the adc wasn't toxic in anyway shape or form.

I think having that report option would help to start to sort the problem but, I have a feeling its just going to be ignored by Riot
