Which is not the same as pick order, for very very obvious reasons.
Pick order was endorsed (not enforced, btw) by Riot because it's a fairly intuitive system in draft: If you pick before the other person can even choose, you will always have the last word; or rather: the first word.
You can't contest that, because by the time you could contest by locking in your own choice, the person picking before you has already finalized their choice. The only choice you have at that point is whether you will screw over your team out of spite, or whether you will adapt to the situation at hand. That intuitivity simply doesn't exist in blind pick.
Apart from that, consider the following extreme scenario:
"First" pick doesn't pick anything for ages. Second pick thus calls a role (to make their intention clear) and picks a champion (without locking in). Second pick then fixes their masteries and runes for that specific champion in that specific role.
Three seconds before autolock, first pick calls and picks the role second pick called.
If pick order was actually enforced, second pick would now within three seconds have to switch their champion, and thus within 13 second switch their masteries and runes, rather than being able to use the entire time Riot actually intended them to be able to use.
The bottom line is, if Riot wanted blind pick to follow pick order, blind pick would have, you know, an actual pick order, rather than a randomly ordered list of players.
Now, all of that said, what Riot actually endorsed has always been:
communication > pick order > call order
And without a proper way to enforce either pick or call order in blind pick, communication is the only thing that's left, really.
Try to arrange yourself with your team and don't lock in a taken role just out of spite. Unfortunately, "stealing" a role as such simply doesn't exist in any detectable way in blind pick.
Edit: Also, I'm fairly certain reds even clarified that it doesn't apply to blind pick. Can't find it, since it's on the old forums... but the best I could find was this, from Riot Socrates:
Got some questions recently about whether this applies to normal draft since it's not called out specifically in the original post. We do feel this applies to normal draft as well ranked.

The fact that he specifies it for normal draft, but not for blind pick heavily implies that it doesn't count for blind pick.
