Out of curiosity, why is "naming and shaming" not ok?
I've always heard that sunlight is one of the best disinfectants. Won't bringing light to a lot of these players who troll or are extremely toxic help Riot dole out bans?

Because you don't have a complete understanding and may actually be wrong about a situation. Then you have name and shamed a person who didn't really deserve it, bring tons of negative attention to them and causing grief they didn't deserve. The edge case like this is why all naming and shaming is banned.
No because a support ticket does the exact same thing. Making a thread doesn't get the person banned any faster.
As far as to why naming & shaming isn't allowed, my guess is that it's for legal reasons. For example, if a toxic person's chat logs were posted it could result in a huge community backlash against that person. People would private message that person telling him to kill himself, ect. If that person actually hurt themselves in real life it could open Riot up to a lawsuit because they allowed that person to be targeted and "cyber bullied."
Not saying it's right, I'm just saying that's how our legal system works. Hell, I've heard of robbers winning lawsuits against perople they robbed because they fell through skylights that weren't "up to code" or because the home owners electrified the windows and didn't post signs.
I don't understand the downvotes, it's just a question :(
